Why are our roads 9th worst?

Could it be because money originally allocated to the maintenence and repair of the roads never gets to where its supposed to go? Originally the 3rd penny was to be used to build, maintain and repair Tulsa roads because we just didnt have enough money coming in from other revenue sources to keep up with the citys growth... In the new 3rd penny only 27% is going for roads, the rest is going to useless crap that should be paid for in other ways... leaving us with little money to take care of the bad roads...

Now it comes out that the state fuel tax has been paying off the debt from Great Plains Airlines, it suprises me that News 8 even covered this...

the money being used would be enough to "resurface 135 miles of road or rehabilitate 90 bridges."
